June 10, 2005 MLPA eBlast: Combined NPU E & F* Priorities for NE Corridor BeltLine Development

A slightly revised email message from Liz Coyle from our NPU is set out below.  MLPA encourages all of you to attend the workshop tomorrow morning:
 
Attached (actually, set out below because the MLPA person transmitting this message doesn't like attachments) is the “Priorities for NE Corridor BeltLine Development” document put together by NPU-E & F with input from the neighborhoods.  NPU-N has sent some initial positive feedback that they will adopt these or similar priorities. Our goal is to speak with one strong voice when we meet with city decision-makers to ensure that development along the BeltLine provides short- and long-term value to developers and the citizens of Atlanta without compromising the quality of life of existing neighborhoods.
 
To that end, I will be bringing copies of this document to the BeltLine charette on June 11, 2005 at Inman Middle School from 8:30 - 12:30. We’ll be meeting in the cafeteria, so use the main entrance from the Virginia Ave. parking lot.  I hope as many of you as possible will attend the charette and the follow-up presentation on June 21 from 6:30-8:30pm in the Inman Middle School auditorium.  The entrance to the auditorium is at the corner of Virginia and Park Drive.
 
I will schedule a follow-up meeting for the community (not organized by the Atlanta Development Authority) for the week after the presentation on June 21 to give community members a further opportunity to work together to ensure development is in the best interest of the neighborhoods.

Land Use and Zoning

  • Reaffirm the 15-Year Land Use Designation in the 2004-2019 Comprehensive Development Plan.
  • Ensure commercial and residential development is compatible with adjacent, existing single-family neighborhoods.
  • Encourage a balanced mix of uses to include proportionately significant residential uses and pedestrian oriented commercial nodes with pedestrian scale buildings in established neighborhood districts.
  • Identify and protect historic properties and preserve the historic character of neighborhoods along the BeltLine.
  • Keep existing single-family neighborhoods intact and provide suitable transitions to new development areas.


Traffic and Transportation

  • Promote development of a transit system along the entire BeltLine corridor that provides an open space inclusive of Right-of-Way for mass transit, pedestrian trails, bicycle trails and greenspace.
  • Comprehensively address traffic flow impacts around developments and in adjacent residential neighborhoods.
  • Develop, fund and implement a traffic and transportation master plan of the area that:
  1. Addresses automobile access to development sites to minimize negative impacts of increased traffic seeking access to the development.
  2. Promotes alternative modes of access (e.g., pedestrian, bike, mass transit).
  3. Mitigates the impact on adjacent neighborhoods of adding traffic to already congested areas, without widening streets and intersections.
  • Promote a pedestrian- and bicycle-friendly environment that makes walking/biking to, in and around developments safe and convenient.


Infrastructure and Watershed Management

  • Complete an Impact Analysis on existing utilities’ capacity (sewer, water, gas, electric) to ensure adequate infrastructure to support future development.
  • Offer significant storm water management and sewer improvements to mitigate flooding in low-lying areas.


Connectivity and Neighborhood Impacts

  • Create appropriate connectivity between BeltLine developments and surrounding neighborhoods and parks.
  • Address the environmental, lighting, noise, security and traffic effects on the entire area, including Piedmont Park and Freedom Park.
  • Identify ways to mitigate negative impacts from higher density developments on existing, predominantly single-family neighborhoods.


Parks and Greenspace

  • Maintain the quality and continuity of the BeltLine greenway alongside any development.
  • Preserve the character and quality of adjacent, existing parkland.
