* All set for New Smyrna Beach shore sand swap. County officials said this week they finally have the needed federal and state permits in hand to start moving 750,000 cubic yards of sand from Rattlesnake Island onto five miles of beach, running from Sapphire Road in New Smyrna Beach south to Van Kleeck Drive. It would be placed in a dune design, 4 to 7 feet high and 30 to 50 feet wide, pushed against sea walls and dune cliffs
