Dave thought the stoop might be part of the problem. There was a little drainage from just left of the walk. Dave removed a stone to see what was in there: a slab, standing concrete blocks, steel mesh, and a mini-slab on which the stones were set. We saw a bit of water on the slab, it hadn't rained in more than a week.
