Here is the most straightforward map of Georgia's Congressional District 13.

These are very complex and slow maps but they are the most detailed.  You'll have to download the "Autodesk MapGuide Viewer" applet to operate the map but once you  do you'll be able to examine all of Georgia's Congressional districts.  Downloading instructions are on that website.
